I humbly pay my deepest tribute to the Father of the Nation of Bangladesh Bangabandhu Sheikh Mujibur Rahman who aptly realized the vast importance of sea for the development of a maritime country like Bangladesh. Soon after our independence, even before the promulgation of UNCLOS-III in 1982, he enacted the Territorial Waters and Maritime Zones Act 1974. In recent past, under the dynamic leadership of Honourable Prime Minister Sheikh Hasina, Bangladesh has obtained her absolute maritime territory of 1,18,813 square kilometers, 200 nautical mile Exclusive Economic Zone (EEZ) and an additional area of Continental Shelf (sea bed) by solving the maritime boundary disputes. This has unfolded new opportunities for Bangladesh for optimum utilization of sea and its resources. This emerging reality necessitates Bangladesh to develop capabilities to ensure sustainable utilization of marine resources, ensure good order at sea and conduct maritime scientific researches. We need to focus on all the maritime sectors equally for comprehensive capacity building. Thus, I feel that, a group of dedicated experts and scholars will effectively enhance the sectoral productivity with greater impact on overall utilization of the maritime potentials of Bangladesh.
Bangladesh Institute of Maritime Research and Development (BIMRAD) is the nation's first intellectual research institute to act as the common platform to integrate and organize all maritime intellectuals, researchers and institutions for optimum use of the sea, support the Blue Economy initiatives of the government and contribute towards the sustainable development of the country. Thus, BIMRAD is expected to promote and advance studies, research and activities in the field of maritime affairs on Maritime Security, Maritime Economy, Sea Resources and Skill-set and Maritime Science and Technology. However, meticulous planning and execution of the exploration, exploitation, management and conservation of living and non-living resources can ensure the sustainable growth of the country.
I strongly believe that, BIMRAD will fulfill the aspirations of the nation's maritime community by creating awareness among them through research, development, training, education, exchanging views and formulating policies for the best use of the maritime industry of the country. I look forward to all concerned organizations, researcher, intellectuals and maritime communities for their extended co-operations, support and initiatives for making this institution meaningful. I am certain that, one day, this institution will become 'Centre of Excellence' for the maritime community of the world.
